Richa Chaudhary
Director
Richa Chaudhary is an accomplished social development professional with over two decades of experience across environment protection, WASH, child rights, health and family and family welfare, and local governance. She has worked with leading development partners, NGOs, and government institutions, bringing deep expertise in program design, policy advisory, and capacity building. Recognized as a certified trainer by NIRDPR Hyderabad and DoPT, Government of India, Richa has played a pivotal role in strengthening Panchayati Raj Institutions, developing training frameworks on diverse issues under the jurisdiction of PRIs, and leading large-scale initiatives like Jal Jeevan Mission, Tejaswini Skill Development, and Gram Panchayat Development Plans. Her leadership extends to action research, policy formulation, and designing participatory training modules that empower communities and elected representatives alike. Recently, she drafted the Mission Vatsalya, Jharkhand state executive guideline and now is in the main policy group for finalising it. Since the inception of URJA ARROWHEAD, Richa has successfully executed impactful capacity-building programs and action research studies. Being a committed social reformer, she firmly believes that true development lies in empowering communities and strengthening local governance to achieve sustainable and meaningful outcomes. As Director of URJA ARROWHEAD LLP, Richa steers the organization’s vision to bridge research, governance, and grassroots engagement, ensuring inclusive, sustainable, and community-driven development.

Sunil kumar mishra
Director
Sunil Kumar Mishra is an accomplished professional with over 25 years of rich, cross-cultural experience in project management, technical operations, and strategic leadership. A seasoned marine engineer, he has served as Chief Engineer on large vessels across reputed multinational shipping companies, leading high-stakes operations with precision and excellence. He also holds a Postgraduate Diploma in Naval Architecture and Offshore Engineering, further strengthening his expertise in complex technical systems, vessel management, and newbuilding projects in India and abroad. As Director of URJA ARROWHEAD LLP, Sunil is committed to channeling his professional experience into meaningful community transformation in his home state of Bihar. His focus lies in empowering marginalized and vulnerable groups through income generation, skills training, and sustainable livelihood initiatives. Guided by his belief in the power of community participation and strong local governance, he approaches social development with the same strategic rigor and discipline that defined his maritime career. While he brings deep expertise in technical project execution, maintenance planning, and operational strategy, Sunil considers himself a dedicated learner within the development sector. He actively engages with grassroots realities to design initiatives that are practical, scalable, and impactful. His vision bridges technical acumen with a strong social conscience—aiming to foster resilience, dignity, and holistic growth in the communities he serves.

Minakshi Trapathy
Development and Gender Expert
Minakshi Tripathy is a development specialist, an expert in Livelihood, Gender equity and Social inclusion, with over 25 years of experience designing, implementing, and evaluating inclusive development programs in collaboration with state governments and multilateral agencies. Her work spans education, gender justice, tribal development, rural livelihoods, and WASH—anchored in participatory governance and intersectional frameworks. She has led and supported large-scale, policy-aligned projects, advised inclusion and intersectional perspectives on various flagship initiatives across Jharkhand, Odisha and Karnataka, and influenced institutional policies through evidence-based planning, social assessments, and capacity-building strategies. Fluent in Oriya, Hindi, and English, she brings grounded policy insight and field experience from working with diverse and marginalized communities in Odisha and Jharkhand.

Sanjay Kumar Choubey
Community Engagement Expert
Shailendra Mishra is a seasoned development professional with over two decades of experience in action research, data analysis, and evidence-based program design. His expertise spans Monitoring, Learning & Evaluation (MLE), behavioral change communication, and large-scale social research—both quantitative and qualitative. He has led impactful research initiatives and authored critical reports, including Scheduled Area Reports submitted to the Hon’ble President of India, and contributed to the Tribal Atlas of Jharkhand released by the Chief Minister in 2019. Shailendra has also been instrumental in developing knowledge products, IEC campaigns, and training frameworks that bridge research with practice. His professional journey includes leadership roles with PwC–JSLPS, PwC–Department of Welfare (GoJ), AISECT, and BAIF, where he combined research, program management, and capacity development to create sustainable impact. At URJA ARROWHEAD, he anchors action research, data synthesis, and knowledge management, ensuring that insights from the ground are translated into strategies for inclusive development and social transformation.

Shailendra Mishra
Action Research & Data Expert
Sanjay Kumar Choubey brings over two decades of rich experience in community engagement, field research, and program implementation. With a strong background in both grassroots mobilization and stakeholder collaboration, he has worked extensively across Jharkhand, Bihar, Chhattisgarh, and Maharashtra. He has led diagnostic studies, feasibility assessments, and impact evaluations for farmer groups, tribal communities, and development programs, ensuring that community voices remain central to planning and policy. Sanjay has successfully mobilized farmer collectives under the PM-KUSUM scheme, conducted socio-economic surveys, organized capacity-building workshops, and built networks between government agencies, civil society organizations, and local communities. His career spans leadership roles in development organizations, research institutions, and the private sector, equipping him with a unique ability to bridge field realities with strategy and implementation. At URJA ARROWHEAD, he drives community-centered approaches, ensuring inclusive participation, local ownership, and long-term sustainability of development initiatives.

Bharti Mishra
Documentation Officer
Bharti holds an M.A. in Political Science and a Post Graduate Diploma in Computer Applications (PGDCA). She has dedicated several years to teaching and mentoring marginalized children, providing academic support and confidence-building in a home-based learning environment. With a strong foundation in social sciences and digital skills, Bharti now serves as the Documentation Officer at Urja Arrowhead LLP. She brings clarity, structure, and precision to all documentation processes, supporting the organization’s mission with her commitment, empathy, and attention to detail.
